      The Administration proposed the interest equalization tax a year ago to curb the flow of American capital to industrialized countries. The proposal, which will apply retroactively to July, A farm bill, for instance, might contain provisions that affect the tax status of farmers, their management of land or treatment of the environment, a system of price limits or supports, and so on. Each of these individual provisions would, logically, belong in a different place in the Code.

      The tax, called the Interest Equalization Tax, ranges as high as 15 per cent and is designed to discourage American purchases of foreign securities.
